The actual tone of the sentence seems to be interrogative and it’s the exception case.  

For such a questioning statement, one cannot begin with the word “Were”.  

However, the statement itself seems irregular or incorrect. Also, were cannot be used for “he”, because “were” denotes plural form and not for singular, and he is always singular.  

After all, “where” can be used as “where should he see you, so he would be surprised?”
