Newtons 2 law gives,
F= ma
F is the force apppied to the mass 'm' and 'a' is the acceleration.
In absence of any force the acceleration is zero because mass cannot be zero.
When acceleration is zero then there is no change in state of motion of a body. That is, a body at rest will remain at rest and a body moving with constant velocity will move with the same velocity. This is his 1 law
Thus, newton 2 law containes 1 law.

Newton's second law of motion pertains to the behavior of objects for which all existing forces are not balanced. The second lawstates that the acceleration of an object is dependent upon two variables - the net force acting upon the object and the mass of the object.
