A pendulum oscillates because it has potential energy when it’s at the point of maximum upswing; gravity converts that potential energy into kinetic energy when it pulls the pendulum down. The string that the pendulum is attached to redirects the pendulum’s path so its kinetic energy is converted back into potential energy when it starts traveling upward towards the opposing point of maximum upswing at the opposite end of its travel. Eventually all of its kinetic energy has been converted into potential energy again, so it stops moving, and gravity starts converting its potential energy back into kinetic energy again, this time in the opposite direction. So if the pendulum can’t travel upwards because it’s in free fall, it will be unable to convert its kinetic energy back into potential energy in order to reverse its direction.
