\dashrightarrow 2^2\times \dfrac{3^2}{2^{-2}}\times 3^{-1}

\dashrightarrow \dfrac{2^2}{2^{-2}}\times 3^2\times 3^{-1}

We know that exponents (powers or index) with same bases gets subtracted on division, and added on Multiplication.

In other words,

\bullet\quad\rm a^m \div a^n = a^{m-n}

And

\bullet\quad\rm a^m \times a^n = a^{m+n}

Hence,

\dashrightarrow 2^{2-(-2)}\times 3^{2+(-1)}

\dashrightarrow 2^{2+2}\times 3^{2-1}

\dashrightarrow 2^{4}\times 3^{1}

\dashrightarrow 16\times 3

\bf\dashrightarrow 48
