3x -  \frac{5}{3}  = x - 3 \\   \\  \\  \dfrac{9x - 5}{3}  = x - 3

On Left hand side, 3 is in denominator. To make the fraction with 1 in it's denominator, multiply by 3 in both sides,

  \dfrac{9 x - 5}{3}  \times 3 = (x - 3) \times 3

Now, ( 9x - 5 ) / 3 will be ( 9x - 5 )

9x - 5 = 3x - 9

9x - 3x = - 9 + 5

6x = - 4

x =  -  \frac{4}{6}  \\  \\  \\ x =  -  \frac{2}{3}

Therefore, value of x is - 2 / 3

✾ Solution ✾

3x - 5 / 3 = x - 3

⇒ (9x - 5) / 3 = x - 3 [ ∵ Transposition ]

⇒ 9x - 5 = 3(x - 3)

⇒ 9x - 5 = 3x - 9 [ ∵ Transposition ]

⇒ 9x - 3x = - 9 + 5

⇒ 6x = - 4 [ ∵ Transposition ]

⇒ x = - 4 / 6

⇒ x = - 2 / 3

∴ x = - 2 / 3

❈ Explaination ❈

Transpositon -

When we transfer a value or number from one side to another, the sign gets changed. This is called transposition.
