they differ by their composition. they both are colloidal mixture but smoke consists of air mixed with carbon particles and fog are air mixed with water vapour.

The dispersing medium for fog and smoke are the same (gas) and their type is also the same Aerosol . But their dispersing medium is not the same the dispersed phase for fog is liquid but the dispersed phase of smoke is solid .
