 \frac{3}{5}x + 1 =  \frac{7}{15}x - 3 \\ \frac{3}{5}x - \frac{7}{15}x =  - 3 - 1 \\  \frac{9x - 7x}{15}  =  - 4 \\  \frac{2}{15}x =  - 4 \\ x =  - 4 \times  \frac{15}{2}  \\ x =  - 30
