3x - 5y = 19. -(1)

-7x + 3y = -1
Taking (-) common
7x - 3y = 1. -(2)

Solving both equation
3x - 5y = 19
7x - 3y = 1

Multiplying 1st equation by 7 and 2nd by 3

21x - 35y = 133
21x - 9y = 3
(-) (+) (-)

-26y = 130
y = -5

Putting the value of y in 1st equation

3x - 5y = 19
3x - (5 * -5) = 19
3x + 25 = 19
3x = -6
x = -2

x = -2 and y = -5
