Radius of cone  = 3.5 cm

Total height of the cone

⇒ (15.5 - 3.5) cm

⇒ 12 cm

Step :- 2

Slant height of the cone

\sqrt{r^{2 + }h^{2}

\sqrt{3.5^{2} + 12^{2}

\sqrt{12.25 +144

\sqrt{1562.5}

\sqrt{(12.5)^{2}

⇒ 12.5 cm

Step :- 3

In order to find total Surface of area  of the toy we know that ,

C.S.A of the  Cone + C.S.A of the  hemisphere = Total surface area of the toy

(1) C.S..A of the cone => \pi rl

⇒ 22/7 * 3.5 * 12.5

⇒ 22 * 0.5 * 12.5

⇒ 137.5 cm^2

(2) C.S.A of hemisphere => 2\pi r^{2}

⇒ 2 * 22/7 * (3.5)^2

⇒ 77 cm^2

Total Surface area of the toy

⇒ 137.5 + 77

⇒ 214.5 cm^2

Therefore , Total Surface area of the toy is 214.5 cm^2
