 \frac{x + 1}{2x + 3}  =  \frac{3}{8}  \\  \\ 8(x + 1) = 3(2x + 3) \\ 8x + 8 = 6x + 9 \\ 8x - 6x = 9 - 8 \\ 2x = 1 \\ x =  \frac{1}{2}
