6km   -------- Rs 58
10km  -------- Rs 90

So for the extra four kilometers(from 6km to 10 km) they are charging Rs 32(Rs 90 - Rs 58)

Hence we can conclude that they are charging Rs 32 for 4 km.... which means for one kilometer they are charging Rs 8.

So obviously they charge Rs 48 for 6 km in terms of charge for a kilometer. But as per the question, they are charging Rs 58, which means they are charging extra Rs 10. This Rs 10 is the fixed charge.

Answer:
Fixed Charge: Rs 10 
Charge per Kilometer: Rs 8

The same can also be done by constructing linear equations too..... like taking fixed charge as  'x' and charge per kilometer as 'y'. Then equations would be:

x + 6y = 58
x + 10y = 90 

Solve for x and y to get them. 

Where x = 10 and y = 8.
