This is tricky puzzle. Let's see how I solved it. Lets GO!!

Explanation :

Consider January,

Number for January is : 71313

We know that, " January " is the combination of seven letters and it is the first number.

Let's see if it is applicable for other months too. Say February, it is comprised of 8 letters and yeah! it is the first number in the given series - 82382. Hence, first number of the month is comprised of " the number of letters are in the month's name.

Let's move for second one. As we observed in January, 2nd digit is 1 and in February second digit is 2, for March it's 3.It can be concluded that the second digit is the number of month.

Now, third digit in January is 3. Also, it has three vowels in it - a, u & a.

See if it's applicable for other months-

March = 1 ; April = 2 ; May = 1 .....

It means third number of the series is " the number of vowels it has. "

Let's move for last two digits.  

If we observe these last two digits, you'll surely notice that these two digits are the number of days a month have. But it should be written in reverse order! Lemme explain it.

January is comprised of 31 days. Right? Reverse it. It will become 13.

Same for February, it has 28/29 days ( here it is 28 ), It will be 82. Hence, it can be said that last two digits are " the number of days it has in reverse order"

Now, we've to find the number for September.

1st digit ( Number of letters ) = 9

2nd digit ( Month no. ) = 9

3rd digit ( No. of vowels ) = 3

4th & 5th digit ( number of days it has, in reverse order) = 03

Therefore, the number for September is 99303.
