Because it gains strength even after years of finished construction.

I have seen many peoples asking this question and getting answers that are themselves more confusing than the question itself.

As a Civil Engineering student I will give you a good reason.

As we know that a building is made up of concrete and like most of the things we think that once concrete is mixed and dried it becomes settled and dosen't undergo any change. That's where we assume wrong.

Cement undergoes changes from first day till very last day of its demolition, only rate changes from fast to very very slow.

From English language point of view -

when we hear building it isn't like the construction is still going on or all that…it's all about the English language….

It is called as building because 'ing' in English language is added to certain Verbs To make them Nouns

The verb ‘built' is suffixed with ‘ing' to make it Noun i.e. building

So there rise the question - As the building is Noun and when it is being build is it Verb??

So the answer is yes….the act is of building it when the actual work is in progress
