As bases are same so power should be equal

16 - 2x = 10

16 - 10 = 2x

6 = 2x

Therefore

LHS
(-8/11)^(16-2x)


Now if in LHS and RHS
Bases are equal powers are also equal

Equating powers
16-2x = 10
16-10 = 2x
6 = 2x
x = 3
