Some liquid can conduct electricity and cannot.Why?

some liquids can conduct electricity because they break into ions.and those liquids which don't break into ions don't conduct electricity.
for example NaCl breaks into Na+ ion and Cl- ion so it conducts electricity.
but glucose (C6H12O6) doesn't break into ions so it doesn't conduct electricity.
