Yes I agree that MLAs have dual responsibilities because

• The MLAs belongs to the party that has majority support in the state legislature
• The MLAs needs to perform the executive role associated with minister , Simultaneously he also needs to perform his legislative role in the assembly, Thus he has to perform in the law making perform as a MLA and implementation of those laws in capacity as his minister
