Explanation:

"Delinquent behaviour" shouldn't be justified, but for a person, typically adolescent, to be punished severely is not the way to go. The problems should of course be addressed before punishment is set in place. Boundaries should be talked about, and they should be boundaries that are respected by both parties. Explain that their actions do have consequences, and these consequences can worsen as they become older. If the boundaries are broken, a privilege must be taken away. Privileges that can be taken away are curfews, including more chores, limiting their time with friends and devices. Something that I would also recommend is creating safe environments. Many adolescent act out due to either their home life, friends and family influences, or maybe because they're bored. Depending on the severity of how badly they've behaved, you should punish them based on that. For example: those who are caught graffitiing and vandalised are punished by cleaning the mess they made. Although this behaviour cannot be justified, there are ways that can prevent them from creating further problems in the future.

This is my view and my own personal feelings on this topic :)
