Our eyes have Rod cells for vision in night. They are not colour sensitive but sensitive to even dim light. Human beings having normal vision does not have much Rod cells as compared to Owl. This is why we are unable to see clearly in dim light.

as they have lack of rods cells as rod cells acts in dim light as well as there pupil does'nt expands completely....I hope it will help
