If you fill a tanker to the brim, there is no space for the liquid to expand in case of temperature changes. If there is some air space left over however, then the liquid can expand and not slosh out. The resultant pressurised air can be easily & safely be bled out at the destination by unscrewing the tanker opening slowly in order to allow pressures to equalise. That's why tankers are never filled upto the brim.
