As we know that Seven Indian States, Andhra Pradesh, Telangana, Bihar, Jammu-Kashmir,Karnataka, Maharashtra and Uttar Pradesh, have bicameral Legislatures, these are called legislative councils (Vidhan Parishad), one third of whom are elected every two years, there are graduate constituencies..
But a bicameral legislature provided the perfect opportunity for compromise...
