Sometimes steam engines are called “external combustion engines.” Explain what this term means by comparing it to “internal combustion engines.”

IC=Internal combustion. In IC enginesthe combustion happens inside the same chamber where the powerproducing gases are generated and used to produce power/torque. In external combustion engine, the combustion happens outside the chamber where the gases are generated, pressurized and used to produce power/torque.

Explanation:The terms are different,the external combustion engines are like those of a car exhaust or a steam train.A internal combustion  engine can be found in a bullet train the exhaust is found inside but the smoke comes out  through the ventilaters in front of the train.
