Sometimes the potatoes kept in a basket during the late rainy season start giving out small shoots. Would you call it germination?

Basically germination is only for seeds but potato is not a seed in case of a potato the process of shoots growing is known as chitting

in potatoes chitting takes place (forming stem tuber )
we couldn't cal it germination .As we are are making the potato grow by storing it a cool place (this method is called chitting)
