Yes displacement can be 0 if moving body is not changing direction.

Yes, I agree with Soni. It is because when the object is resting, the velocity of the object becomes zero and automatically its acceleration turns zero.
Besides, several other forces are acting on it but they tend to cancel each other.
Albeit, when object is moving in a motion with constant velocity, then also its acceleration is zero.
