Planets do not twinkle like stars because the are just collection of shining points fixed together.

As a result the light reflected by Planets averages out and this seems us as a constant reflecting light.

planets do not twinkle because they are extended sized objects and are close to earth. If we consider planets as a collection of points sized objects the total the variation in amount of light entering our eye becomes zero, thereby nullifying it's twinkling effect.
