Wind is caused by the movement of air molecules from areas of higher temperature and pressure to areas of lower temperature and pressure. You will find the highest wind at the area where the gradient of temperature times pressure has the largest slope. However, as the air moves this flattens out until various heating/cooling patterns near the ground bring it back up.
Additionally, these waves of pressure that we call wind behave like other pressure waves in the air, e.g. sound. At higher altitudes, or where the average pressure is generally lower, they will move faster for the same given amount of energy. However, more energy is generated near the ground from the heating/cooling interactions between the air and the ground/water (which have more mass and can absorb much more solar energy.)
