The Gupta Administration was imposing and Benevolent. The king was the Head of the Administration. He used to adopt the titles such as ''Maharajadhiraj'' or ''Paramadvaita''. He did not hold dictatorial powers. His powers were kept in check by the council of ministers and high officials 'kumaramatyas'. These Ministers and 'Kumaratyas' are appointed by the King and Probably Paid in Cash.

⇒ Purapala or Nagara - Rakshakawas the head of the city administration. He was helped by the Council.There were officers to look after dharamshals,etc. Purapala- Uparika controlled the heads of the various cities.
