there were basically two defects in the Weimar constitution which made it unstable and vulnerable to poverty. first was proportional representation which made achieving majority by any one party an extremely difficult task. the other was Article 48 which gave all the powers to the President to impose emergency and suspend civic rights. during its short life Weimar witnessed 20 different cabinets lasting an average of 239 days.
