  3. The federal system thus has dual objectives: to safeguard and promote unity of the country, while at the same time accommodate regional diversity.

The following are the main characteristics of Federalism:

1. In the federal arrangement of management, the government consists of two or more tiers or levels.

2. The different tiers of management govern similarly residents. But, every tier holds its individual jurisdiction in special matters of law, money-gathering and management.

3. Nation's Constitution defines the separate jurisdictions of the distinct tiers of management.

Therefore, the presence and power of each tier get constitutionally secured.
