The sedition law of 1870 was said to be arbitrary because in the sense that a person is stripped from the freedom of speech and even the accused has no right of trial or to make people listen to him.

Under this law, anyone can be arrested without any legal proceeding that doesn’t promote equity and was discriminated against.
