This law was considered arbitrary because persons were arrested for a variety of reasons that were seldom clarified before hand as well as because those arrested were often kept in jail without a fair trial. As British can arrest any person protesting against the government without a fair trail, it contradicted the rule of law.

The sedition act of 1870 was arbitrary as the rowaltt act allowed the British government to imprison people without do trial. Indian nationalists including Mahatma Gandhi were vehement in their opposition to the Rowaltt bill . Despite the large no.of Protests ,the Rowaltt act come into effect on 10 March 1919
