KAUTILYA'S ARTHASHASTRA.  According to kautilya 'ARTHA' (wealth) is the most important thing and 'dharma' and 'karma' are dependent on it.  To him wealth included money,commodity,acquired wealth, public or private property, precious metals, labour and even forest produce.
