Young tree stem has meristematic tissue which temporary dividing living tissue.
The outer layer of branch has dead sclerenchymatous tissue for protection.

the outer layer of branch is tough because of the presence of epidermis and cord cells whereas the young tree stem is soft due to the presence of meristemetic tissue.. and new one is also flexible
