Louis 16 had to increase tax and in the old regime tax was not to be imposed directly on King's will .he had called estates general

voting in the past had done in assembly as each state had one vote

this time too Louis 16 continued same practice


the representative of the third estate demanded elections to be done as a whole where each would have 1 vote


king Didn't listen that and as a result people got annoyed and boycotted the meeting and formed National assembly
