it is based on n+l rule the suborbital have les n+l will filled 1st and if n+l is same of two sub orbitals then suborbital with small n will be filled 1st.

According to the Aufbau principle, the atom or ion that present in the ground state, the lowest energy level will be filled first before occupying the higher levels.

For example : The 1s shell will be filled first before 2s subshell.

According to this principle, the highest energy orbital will have the higher value of (n+l) where 'n' is azimuthal quantum number and 'l' is angular quantum number.
