When a person jump down from a moving train then he or she falls down the reason is as follows :-

The train is in motion it have inertia moving with a velocity so the body of a person also tries to continue with this velocity .But the legs with touches the ground are at rest .Hence the legs have inertia of rest while the remaining part of the body of that person remains in the inertia of motion.As a result a person fall down when he /she jumps from a moving vehicle .
