When a person falls on sand his time of impact is reduced by the compression of sand. Thus the force transferred by the sand reduces. thus he is not hurt

because of the force of attraction in cement is more so its solid and the force of attraction b\w sand is less thats why you get more injury on fallling on cemented floor
