according to me it is SAS because for hypotenuse side test we also want the measures of base of both the traingle which is not given,

in IJK and IJL

IJ = IJ (common)

angle J = angle J ( given, common )

KI = LI ( given )

therefore IJK is congruent to IJL by SAS congruence criterias.
