No. Neither the USGS nor any other scientists have ever predicted a majorearthquake. We do not know how, and we do not expect to know how any time in the foreseeable future.

False, earthquakes cannot be predicted early in advance.
There is no particular evidence for an earthquake to occur.
It just happens all of a sudden and no one knows how it has originated also.
Some people and scientist might predict their occurrence but still, it will not be accurate.
No one can predict the date and time of its occurrence, its magnitude, and its location.
