It is not possible as if velocity is zero, acceleration will always be 0.

The term acceleration means that that speed of an object is varying or changing.  

The vertical projection of any object can be a perfect example to it, that is, when an object is thrown vertically up, at the maximum possible height, then there we find the velocity being exactly equal to zero but still in that case a constant acceleration is in process.
