Resistance is obstruction offered in the path of flow of electricity through a conductor. It is the Opposite of conductance. Now resistivity is inversely proportional to conductivity so while the electrons flow through the conductor it results in heating up the full pathway. Point of resistance is heated hardly and the point becomes hot due to the resistance.

This is a genuine reason for cross short circuit and that's why miniature circuit breaker are used.
