The statement is talking about betterment of educational system, and if we look at the first assumption it implies that they may be able to earn a livelihood, that means first assumption is not sure about the impact of the recasting of educational system plus first assumption suggests that they weren't earning anything substantial or maybe earning nothing before recasting of educational system. And the second assumption is talking about education like it will bring education in youth's mind but the previous education system was doing the same thing. The old education system was setup for the very reason of establishing the education in the minds of the youth. But the third assumption is indicating towards the self help and self employment rather than being dependent on MNCs or working for any other firm. third assumption actually supports the statement better.
