Because the statement is trying to convey that to recover bad loans from the defaulters some measures are being taken by the RBI and stop giving defaulters any fresh loan is one of those measure that will certainly cut the debt of banks to a certain limit and also in need of more fresh loans defaulters may want to done with the debt as soon as possible else they wont be getting any newer loans to commence their businesses.
