STEAMER UPWARDS is when the streamer goes against the direction of water. Eg: If a rives flows in right direction, then steamer will move in left direction. The speed of boat must be subtracted from the speed of river. If the rivers speed is 15 km/hr and speed of boat is 12 km/hr the equation will be (15-12) km/hr. This is the speed of boat in still water.
