Answer:

The poet describes the dismal and impoverished world of the slum through the image of the pale and undernourished children. The little homes of these children have been equated with cramped holes. The dilapidated school buildings and it's tarnished walls have limited the vision of the world of the children .

OR

The poet uses varied images to paint the dismal picture of poverty through his poem. In the opening lines, he uses the imagery of bright faces for others while the faces of the slum children are dull. The image of weeds create a picture of uselessness and a sense of not belonging to a society or class. The powerless of the slum children also is a representation of their poverty and their subjection to social inequalities.

You can write anyone of these two.
