After independence, large dams were constructed to create reservoirs for power generation and irrigation. It controlled floods in some areas. Irrigation canals were dug to divert flood water from flooded areas. The problem in many parts is occurrence of heavy rain within short span of time. Drainage of water became a problem even in rural areas. In cities, the drains are closed or chocked in many places. Sudden rain fall can cause flood in many cities. India has only two months of rainy season. Within two months most rain fall takes place and submerge many parts for weeks. Only one thing is left for us. Lakes should be created along the river courses to collect water in rainy season.
China constructed many lakes to store rain water for lean season. We can also do it without any disturbance to the present land holding pattern. In cities also ponds and lakes should be revived to store water in rainy season. Connecting rivers is not feasible . Even Ganga is not having sufficient water in lean season. Kavery or any other river can be used to divert water to lakes or ponds in rainy season. Government has NDRF to help the flood affected people and areas. State Governments have also disaster relief agencies to help the flood affected people. Navy and Air Force are also used for rescue operation and distribution of relief materials.
Flood is a natural phenomena. Government should strictly take care of the drains and water bodies in urban areas to allow the flow of flood water. Water bodies may be desilted to improve the carrying capacity. More flood water may be stored in existing water bodies. A new flood control policy is necessary for the future.
