when stomata will open all the time then it may lose large amount of water so the guard cells opens and closes the stomata
stomata opens only when it needs CO2 for photosynthesis

IN desert area the stomata of plants are open at night & closed at day time.
This is for saving water and for preventing loss of water
In this plants CAM pathways occur.
and they perform photosynthesis.
hope it helps you. ☺
