no substances may or may not be always homogeneos it depends on the size of the partickes in substance
for example take a chalk piece and dip in water it wont dissolve thus its not homogeneous now , take powder of chalk piece and add in water it will dissolve in it abd get mixed with water thorouhly thus its heterogeneous
by this we can say a substamce is need not to be homogeneous always
