 7y² - 2y+10 -( -2y² + 1/2y -3)

= 7y² - 2y+10 + 2y² - 1/2y + 3

= 7y²+ 2y²  - 2y- 1/2y +10 + 3

= 9y² -(2y +  1/2y) +10 + 3

9y² - ( \frac{(2 * 2) + 1 }{2} y + 13

= 9y² -  \frac{4 + 1}{2} y + 13

= 9y² - \frac{5}{2} y + 13

so to do
7y² - 2y+ 10 - (-2y² +1/2y -3)
= 7y² - 2y+ 10 + 2y²  - 1/2y  + 3
= 9y² -5/2y +13
