First you need to differentiate them.
Here, Seeds of peas..which is a pulse and only the eatable part of plant as well.
you said it arranged in the rows......this is only the structure of this.
While tomatoes are vegetable, and its seeds are generally not eatable.Its pulp and jelly structure it eatable.... because its structure is like this.
According it biology, every living thing has its own structure..... there is no such a special reason to classify this.
