1) Move the election process from a first pass system to a better one which makes sure that candidate with real majority votes get elected. One example is a system where voters dont just vote for one candidate but indicate their first, second and third preference candidates.

2) Voter education: Many voters in India are illiterate and do not understand the politics to the level that an average voter understands in developed countries. Some of them do not understand the electronic voting machines.

3) Separate elections for legislature and executive. People elect one candidate for legislature and vote for one PM at center. Similarly at state level people elect one candidate for legislature and vote for one CM at state. The PM / CM get to choose their cabinet themselves. The people once elected for legislature do not participate in any executive post ever and vice versa. This way conflict of interest between the two can be avoided.

4) Increase the qualification requirements for legislature and also for executive posts. The qualification requirements also need to be relevant. For example the defense minister must be ex-military, the law minister must have a law degree and so on. Qualification for legislature must be post-graduation.

5) Link the voter list with Aadhar.

6) Limits on legislature and executive terms. For example, we can put a 2-term limit for a person to serve either in legislature or executive.
